Emergency Procurement - COVID 19: Disaster Management SOP
The Disaster Management Regulations of 18 March 2020, provide that institutions within local government must make resources and funding available within the prescripts issued to manage the national state of disaster and also allow the Municipality to adopt emergency procurement procedures subject to the MFMA and the applicable emergency provisions in the Regulations made under the MFMA.
As support to the Municipalities to legally procure essential goods and services during this time, I designed the attached Standard Operating Procedure [SOP]. It is a simplified process, with sufficient controls – but enough leeway to be able to procure the essential goods and services within a period of 3-5 days.
